Biography

Mexican legislator and governor. After making his initial studies in his hometown and in Leon (Guanajuato), in 1917 he became a doctor in Mexico City. He went into politics and was elected representative to the legislatures of 1930, 1931 and 1934. In 31 September 1931 he was elected Governor of Guanajuato until 3 June next year when was declared defunct its mandate at the request of President Pascual Ortiz Rubio. He was a member of the so-called "green" by liberal supporters of Alvaro Obregon, Lazaro Cardenas and violently confronted with the faction of the "red" Labour and supporters of Plutarco Elias Calles faction. He was also president of the National Revolutionary Party of Guanajuato; First Secretary of Public Assistance and Chairman of the Board of Public Welfare of the Federal District.

He died in 1938 at the Gaston Melo hospital in Mexico City. On December 30 of that year his hometown city was named in his honor Hernandez Alvarez, recovering the traditional name of San Felipe in 1948.
