Biography
Peruvian lawyer, diplomat and politician. He was Minister of Justice and Religious Affairs in 1939, and charge of the Ministry of Foreign Affairs. He served as professor of Roman Law and Private International Law at the Pontificia Universidad Catolica del Peru, which was also dean of the Faculty of Economics and Political Science (1934-1939). At the end of the second government of General Oscar R. Benavides was Minister of Justice and Worship (from April 20 to December 8, 1939). Under the regime of General Manuel A. Odria was entrusted Prefecture Arequipa after the rebellion of 1950. He played his office with tact and prudence to the point that was described as "peacemaker". Then he became successively ambassador to the Holy See, Italy and Colombia. He resigned his diplomatic career in 1956.
He died on 22 July 1982
