Venus[1] is the secondary ruler of House Twelve, Mars[2] is the first

This term is often used in Horary Astrology to indicate that more than one planet symbolizes a given person or topic.

For example, the primary significator for the Querent (person asking the question) is usually the planet ruling the sign on the cusp of the first house, but many astrologers use the moon or any planet located in the first house as a co-significator of the querent. The co-significator shares in determining the outcome of the horary question.[3]
