English actor known for playing the role of werewolf George Sands in the BBC's supernatural drama Being Human (2008-2012), Rudge in both the stage and film versions of The History Boys (2004-2006), Steve in the BBC Three sitcom Him & Her (2010-2013), Kevin Matheson in the HBO original series Looking (2014-2015) and its subsequent series finale television film Looking: The Movie (2016), Titanic midshipman Alonso Frame in Doctor Who (2007 and 2010 episodes), and as Henry Knight in BBC TV series Sherlock (2012). He has also starred as Harry Doyle in the drama-thriller TV series Quantico (2016-2018) on the American ABC network. His TV career started in 1994, when he was cast in Mud, a children's series broadcast on CBBC.

Wikipedia gives his place of birth as Billericay (no source given), a town and civil parish in the Borough of Basildon, Essex. Tovey seems to have said only that he was raised in Billericay. The England & Wales Civil Registration Birth Index lists the registration district of his birth as the (nearby) London Borough of Havering. The principal town of this borough is Romford. Wikipedia states his parents "run a Romford-based coach service."
