Biography
American National Aeronautic and Space Administration, that morphed out of NACA. This is the date when President Eisenhower signed the bill for NASA to take over NACA, the Vanguard team and the Upper Atmosphere Sounding Rocket group. JPL was added in December.
(NACA, National Advisory Committee for Aeronautics, 3 March 1915, 8:00 AM EST, Hampton, VA). Engineer Harry Shoaf, who was with the original NACA, stated that on the morning of 1 October 1958, when they came to work, it was now known as NASA; they were still stationed in Hampton, Virginia.
The original seven Mercury astronauts were Scott Carpenter, Gordon Cooper, John Glenn, Virgil Grissom, Walter Schirra, Alan Shepard and Donald Slayton.

"Eisenhower signed the bill that created this Federal Agency on July 29, 1958 in the White House. No time for this signing was recorded. According to the Archivist at the Eisenhower Library in Abilene, KS, " No special ceremony was held, no Congressmen attended, and no photographs were taken. However, it is worth noting that between 11.24 and 11.35am, (according to Ike's appointment diary) he was in an "Off the record" meeting with one Dr. T. Keith Glennan. Glennan was the first NASA Administrator, and it is a hunch on my part that he was in the White House to witness the informal signing of the NASA Bill. Although no evidence has surfaced thus far to confirm this.
"Abilene Library was able to confirm that Dr T. Keith Glennan was sworn as NASA Administrator at 11am Aug 19, 1958 in the White House."
