Costa Rican diplomat. He was son of Juan Bautista Quirós Segura, President of Costa Rica. He entered the Costa Rican diplomatic service in 1950. He was senior officer of the Foreign Ministry, Deputy Foreign Minister and head of the ministerial portfolio of Foreign Affairs (March-April 1951 and June-July 1953), Ambassador of Costa Rica in Colombia (1953-1954 and 1962), Minister Plenipotentiary in Venezuela (1954), Ambassador to Guatemala (1954-1955), Ambassador to Peru (1955-1958), Ambassador to Panama (1958-1960), Ambassador to Cuba (1960- 1961), Ambassador to Nicaragua (1962-1963), Ambassador to Brazil (1964-1966), Ambassador to the Dominican Republic and concurrent Ambassador to Jamaica (1971-1973) and Haiti (1972-1973). He was also part of several special missions.
He died 24 February 1988.
