Sy Scholfield quotes his mother Cyndi Lauper in "Girls Just Wanna Have Babies" in I'll Never Have Sex with You Again!: Tales from the Delivery Room by Larry Bleidner and Irene Zutell (Touchstone, 2002), p. 124: "Declyn Wallace Lauper Thornton was born at 12:35 P.M. on November 19, 1997, weighing 8 pounds, 15 ounces. The kid came out with his hands up like 'Power to the people.'"
Previously this entry had 12:10pm: Craft quotes Declyn's mother Cyndi and aunt Ellen on Cyndi's reality show, Cyndi: "Declyn goes for Saturn and Uranus", Ellen: "He's got Uranus and Pluto in the 12th house". [1]
The references to Saturn and Uranus are likely his chart rulers. Since Uranus and Pluto (she probably meant to say Neptune) in the 12th isn't possible for his chart, an Aquarius ascendant with Uranus in the 12th is assumed.
