Chilean political, diplomatic, Mason and civil engineer, national deputy for Santiago in three periods, then Minister of Education and Finance of Chile. He graduated as a civil engineer on 26 November 1917. In 1915 he was president of Engineering Center, which served as a platform for the presidency of the Federation of Students, the following year he was reelected. In 1920, he was taken prisoner by subversive, spending several months in prison. He was deputy for Santiago from 1921 to the dissolution of Congress, on September 11 the same year 1924, by decree of the Governing Board. In 1931 he continued in public service as Minister of Education, appointed by Vice President Juan Esteban Montero, from 15 November 1931 to 8 April 1932. Subsequently, in 1944, was named finance minister by President Juan Antonio Ríos Morales, a position he held from 6 October 1944 until 14 May 1945. on the diplomatic side, remained in Turkey, as head of the technical section of the Joint Commission Exchange Greek populations, Turks and Constantinople, in the years 1928 to 1931. It was referee boundary dispute between Panama and Costa Rica in 1944. and finally, was ambassador of Chile in Italy, 1959 to 1963. He collaborated in the press with political articles in 1923 directed the magazine "Numen" and preached the social revolution, also published brochures of some of his speeches. Overall, he collaborated in numerous publications of his time and used as a pseudonym Dr. Ax or Dr. Raper.
He died in 1968.
