Biography
Peruvian diplomat, he was foreign minister (1946-1948) and promoter of the doctrine of the 200 miles of the Peruvian sea. Undoubtedly the greatest achievement of his tenure at the Foreign Ministry (and the government of Bustamante in general) was the enactment of the historic decree of 1 August 1947, published in the official gazette El Peruano, whereby sovereignty extended Peru on the continental shelf or continental shelf and oceanic waters extended to line its coast in an area of 200 nautical miles. This meant that Peru owned all marine and mineral wealth of the area, which should protect and exploit exclusively. In this regard, Garcia Sayan lucidly argued the legal and political foundations of this doctrine, which was also welcomed by Chile and Ecuador. On the other hand, it was interested in the implications in Latin America the implementation of the Marshall Plan in Europe.
He died in Lima on 30 June 1978.
