Belgian criminal lawyer, Chairman of the Commission for the Law of Criminal Procedure, in 1998, in the wake of the Marc Dutroux affair, he was the instigator of the so-called "Petit Franchimont" law, revising the information and investigation phases of the criminal law proceedings for the sake of simplification. The second part, aimed at in-depth reform of the penal procedure dating from 1808, was adopted unanimously in the Senate, but deprived of access to the Chamber by the government.

Michel Franchimont died in Beaufays on 14 August 2015 at age 86.
