Blackwell cites an article where Martin Harvey gave the data in an article which he wrote with Erna Bastian. The data was from Penn to John Aubrey and appeared in Aubrey's "Brief Lives." The date was Gregorian 24 October 1644, 7:00 AM LAT, which converts to 06:44 LMT.

Sy Scholfield gives the full quote from "Brief Lives" by John Aubrey, edited by Richard W. Barber (Boydell & Brewer, 1982), p. 239: "William Penn, the eldest son of Sir William Penn, knight, admiral both of the English navy before the restoration of the king, and commanded as captain-general under the Duke of York in 1665 against the Dutch fleet, was born in London, at Tower Hill, the fourteenth day of October 1644. Twas upon a Monday he thinks; but 'twas about 7 o'clock in the morning."
