British politician, a Conservative M.P., first elected in a by-election in 1972, returned at successive General Elections until 1997.

He was Chancellor of the Exchequer under the premiership of John Major from 1990 to 1993 during a period of extreme financial turbulence, culminating in Black Wednesday when the British pound was forced out of the ERM (European Exchange Rate Mechanism), mainly as the result of speculation against the pound by George Soros.
