American politician, a Democratic candidate for the 1992 presidential election, an unabashed liberal and tireless crusader on foreign human rights. Five-term Iowa congressman Harkin was elected senator in 1984 and reelected in 1990. In September 1991, Harkin ruffled Capitol Hill by proposing to transfer three billion dollars of President Bush’s military funds into social programs, as he was raised to believe that the best social program was a job.
Son of a disabled and unemployed coal miner and the youngest of six, Harkin’s mother died when he was ten. A Roman Catholic, he served in the U.S. Navy 1962-1967 and was the Democratic candidate for president in 1992 and lost. He was considered by some to be too strident and too liberal.
