Here's some quick observations on Jack Welch and the rich boys...  
First of all, the most obvious thing is they are all Scorpios. Hmmmm... The second thing I noticed is the strong Venus, Saturn, Mars and Pluto in each of the three charts (Jack, Bill and Ted).  
Bill has the Saturn conjunct Venus. His Pluto is tightly conjunct Jupiter and biquintile the Midheaven. His Mars is tightly quintile his Ascendant and opposed his Moon (and also widely conjunct Mercury).  
Ted has Venus sesquiquadrate Saturn, trine to Pluto and conjunct his Sun. His Saturn is energized by the T-square with Chiron and Mars while getting the creative boost from the biquintile the North Node (within 1 minute of orb!). It expresses with easy fundamental integrity via its trine to the Ascendant.  
And then we come to Jack Welch. We start of with a workaholic, kickass Mars exalted in Capricorn nailed to the North Node rising! His Saturn, Venus and Pluto are intimately tied into a Golden Yod (quintile/biquintile/biquintile) hitting 3 of 5 points on a 5-pointed star. This Golden Yod a very powerful indicator, especially since Venus and Saturn are both stressed by squares. Saturn is at the apex and is hooked into the real world through its square to Jupiter. Venus is tied to the outer world by it's T-square (at the apex) relationship to Mars and the Nodal axis stretched right across the horizon. Pluto derives additional power from its trine to the Sun and Jupiter. Note the Pluto/Jupiter connection in Bill Gate's chart also. He can't help himself. He's a fighter. Jack's chart gets an extra kick of out-of-the-box creativity from the close quintile between the Sun and the Moon, bringing in Jupiter and Neptune by conjunctions to each of the lights.  
During his 1981 career advancement, transiting Uranus was conjuncting his sun while the 20 year Saturn/Jupiter cycle formed a conjunction right on his Venus and biquintiling his natal Saturn. Saturn was still rising toward his Midheaven, so although the obvious achievement was in 1981, it wasn't until he had been on the job for a few years that he received wider recognition for his accomplishments.  
Also, his divorce in 87 corresponded with Saturn squaring his natal Moon as did his retirement (divorce from GE?) in 2001.

The topocentric chart places an afflicted Uranus in the third house of communication. This accounts for his stuttering. Chiron in the fifth house square Neptune in the eighth house indicates that he should stay away from alcohol and drugs. He should also be careful about how he takes medication. Saturn Sextile Uranus helped him know when to change.

According to the method of horoscope interpretation by Morin de Villefranche, the 17th century astrologer and physician, the responses to the questions posed are as follows:
1. What makes this chart a powerful CEO and self-made man?
The single most important consideration in the chart is the sign Capricorn on the Ascendant, a sign legendary for its ambition to forego everything to achieve its chosen goal. Observing a chart's Ascendant informs us automatically towards what life affairs a person is predisposed. Capricorn in the Zodiac is connected with the 10th house, the house connected with vocation. Capricorns are well-known for being self-made people.
While Saturn is ruler of the Ascendant by Domicile, more significant is Mars, ruler of Capricorn by Exaltation and conjunct his Ascendant; and most significantly, Mars is also ruler of Scorpio, the sign on his Midheaven. Exaltation means the sign in which a planet is placed permits the planet's nature to come out in its purity. One image of Mars in Capricorn is the availability of concentrated energy focused narrowly towards Saturn's chosen goal.
Mars as Ruler of the MC is also sextile his MC. The most important aspect a house cusp can receive is from its ruler which in this case is Mars. When the Ruler of the MC is exalted, the person wants to be in a peerless position, and as this practical-minded energy-ladened Mars is on the Ascendant, it means he wants to take his destiny into his own hands. As the Ascendant is the cusp of the 1st house, an Angular house, the impact of this Mars is enormous.
Moreover, as Mars is the Sun's dispositor, we also see the influence of the Sun on the Ascendant. According to Morin's rules, besides a planet's influence by physical position in a house, its influence is also found in the house where the planet's dispositor is posited. As Mars is conjunct his Ascendant, it means that Welch has at his disposal, the forces of the Sun. This is a very potent and powerful combination. It's this combination that gave him the name, "Neutron jack".
Top management is all about having the right people. As a rule, the higher you go in life, the more you are in the hands of your subordinates. Welch discusses this at length. Astrologically, this issue is easily detected based on Morin's rules.
Mercury as ruler of his 6th house is conjunct his MC. He has very intelligent, highly competitive, and shrewd subordinates who loyally serve him in his march to advance his career. Moreover they have a friendly relationship with him, but they are always at Welch's disposal. Mercury is in an approaching sextile to Mars and also at the disposal of Mars. Mars is Welch.
More importantly, the Mercury sextile Mars aspect gives Welch a penetrating and focused analytical ability that is a major character trait as both Mercury and Mars are powerfully placed in angular houses. He must have an uncanny ability to get right to a situation's bottom line.  
As space is limited, only major factors are raised to answer question 1 but there many more considerations.
2. As a rule, an examination of a natal horoscope indicates what possibilities are forthcoming during a person's lifetime while the various forecasting techniques answer the question of when to expect those events.  
Recognition and prestige are foreseen by the Exalted Mars in Capricorn, Ruler of the 10th house and dispositor of the Sun being conjunct his Ascendant.  
By the traditional method of Primary Directions as refined by Morin, the MC came to the converse sextile of the Sun in 1981 and in that same year, the Ascendant also came to the direct trine to the Sun. I do not know where he spent his birthday in 1980, so I was unable to setup his solar return for the year. I wouldn't be surprised if it cooperated strongly with his primaries to assist in realizing his professional advancement as foreseen in his natal .
3. As for his motto, they may as well have hung after it, the statement, "As I have Mars in Capricorn conjunct my Ascendant and as it is also ruler of my MC and dispositor of my Sun, I should let you know that I am a superior person who takes their destiny into their own hand".  
His motto, "Change before you have to", can be explained as follows. In general, all cardinal signs are strongly goal oriented and will only change direction (and this is the operative phrase) "if it serves a given purpose", and this is especially so with the Capricorns. There is also a strong hint in this motto of Capricorn's well documented drive for security.  
Moreover, the Moon is in a mutable but practical sign, Virgo, and its dispositor is Mercury conjunct the MC.

Great interpretations so far, have enjoyed reading them. Welch's motto: "Change before you have too," strikes me as basically a defensive attitude. His third house is ruled by Pisces and Neptune is conjunct the Moon, showing he's unclear about emotional matters, and may protect himself by focusing on changing the situation of other people, for his Moon is lodged in the 8th, house but rules the 7th house of partnerships. He likes to be in control emotionally and this desire is best satisfied through practical (Virgo Moon) manipulations of shared assets, stocks, other people's money, resources. The Neptune/Moon (which straddles the 8/9th houses) ties in with his self-willed Capricorn Mars at the Ascendant. He will make the changes, thank you very much, so that he is not deceived or taken advantage of, something he rather expects and will guard against.  
His Scorpio Sun is conjunct Jupiter in Sagittarius in the 11th house. He makes friends out of business associates or thinks he does. He explains himself often through what he thinks he does for other people, or how his influence helped this or that associate do this or that. He is future oriented as a member of a group and uses the power of groups and combinations. He is used to being in charge is shown by Mars conjunct the North Node (it has worked for him before) and he must be in charge: Mars conjunct Ascendant.  
The domestic scene (4th house ruled by Aries) would feel the full brunt of his will to have his way. I imagine the business associates were often in the home, parties, deals, Moon/Mars trine. Mercury is conjunct the M.H. and exactly sextiles his North Node which is influenced greatly by being very close to Mars. He loves to talk but always with a purpose in mind, to enhance or examine his career, to further his public image, to influence politics, to be part of the state of the world, etc. He has a skillful way of presenting his side of things so that he appears in the most favorable light.  
He probably has or had hazy notions of romance/marriage with 7th ruled by Cancer and the Moon conjunct Neptune. His Venus in Libra is strong in her own sign (and Venus rules the 5th house also) he admires beauty, would probably want a hostess wife with a good education, something he values (Venus in 9th) and he probably collects art. His children may be talented and/or good looking shown by Taurus on the 5th with Venus ruling from Libra. He values social ties and has a great need for mental stimulus with Mars sextile Mercury. I can't see this guy stepping willingly out of the limelight.

1. <b>Power Broker</b>...I don't have time to do the comparisons in detail, but I do remember off-hand that Gates also had Scorpio and Pluto powerful, and this is the case here as well. Mars rising in Capricorn makes the warrior-type businessman who knows his priorities and fights for them aggressively. This vibration is powerfully supported by his Moon-Neptune conjunction in Virgo in the 9th. He knows the importance of administering and disciplining his life. Mercury in a double-sextile in Scorpio in the 11th, he has great communication skills which are bent on intuitively feeling out what future potentials are, so he can agressively take advantage of them. He knows who his friends are. This is in no small part strengthened by Pluto's trines to the two big cowboys of the solar system--Jupiter and Sun--who are also in the 11th, near Sagittarius. He thinks super-sized, and makes many big friends, and no doubt loves to travel, very generous with his productive efforts (so it is easy to see why emotional commitments might be difficult--both big guys square lonely Saturn in Pisces---he may indeed have a commitment phobia---"let me do all these things for you, but don't tie me down"). I also find it very interesting that the most economically powerful and organized people in the world often have the simplest names. Sort of like the catch-phrases of the most popular brands. 2. <b>April 1981</b>...I can see that three intermediate planets--Jupiter, Saturn, and Uranus--made some great extended aspects to his Sun configuration. Jupiter and Saturn were in a retrograde holding pattern near 0 Libra, in a good sextile to the Sun. Uranus was conjunct his Sun. To me, this spelled sudden and surprising success and social come-uppance. I would also like to note that both Neptune and Pluto were coming out of squares to their natal positions in his chart, he was no doubt recovering from some difficulties (mid-life crises, etc) related to accepting changes in his life and reality, and exploring new aspects of his being. 3. <b>Motto</b>..."Be number 1 or 2 in your business or get out" speaks of Mars and the Sun, both are about competition and being the star. "Change before you have to" is a very Pluto thing, he sees the writing on the wall, he sees the changes coming, so he cooperates and flows with them. Nothing is so draining as fighting change. Although we still lack a good theory of horary and mundane astrology, I agree with Noel Tyl that public consciousness of events plays some role. Constitutions, declarations, treaties, and accords do not always take immediate effect, and the work I have done suggests earlier signing dates can have precedence over later dates of validity. It can therefore be argued that the perception of Welch as designated GE CEO began on 15Dec1980 when he was picked, and this outweighs the (in)formality of April, 1981. Trying out this reasoning in practice, trJupiter/Saturn= natal Venus and trVenus-Uranus(rules second house of money)= natal Sun show the surprising large financial returns Welch brought to GE. RetroChiron at 14*Taurus opposes his chart sixth-house ruler Mercury at 14*Scorpio, and together with the Sun-Neptune conjunction on the twelfth house cusp explains why "Neutron Jack" dissolved 118,000 jobs in his first five years. The twelfth is the house of image, opposing the sixth house of work. Together with natal ruler Saturn in Pisces, this shows the successful(and perhaps misleading) image he enjoyed.
 Welch, Turner, and Gates are all Scorpios- the sign of power and wealth. Ted suffers from "foot-in-mouth" disease, but launched CNN and is promoting buffalo burgers. Bill has tough enemies(Saturn rules seventh) and won´t win any executive popularity contest, but did provide a standardized operating system for us non-nerds. In the cliché of capitalism as "creative destruction", both are quite creative. Welch is more sophisticated, likeable, and successful than "Chainsaw Al" Dunlap, another job terminator feted as genius, but it seems to me that he is far overrated. Just what did Welch create besides profits? The Six Sigma program is a hyped retread of W. Edward Deming´s old Quality Circles. Studies have shown that very few if any mergers and acquisitions produce measurable synergies. When some people dared question their existence at GE, Welch said they must be smoking pot. Such synergy by fiat results in the trashing of lower-management doubters in the name of corporate efficiency and shareholder profits. In Cuba, this might be seen as totalitarian intimidation and thought control. Domiciled Jupiter conjoins the tenth-house Sun, bringing a lucky career. Much of Welch´s success, however, relates to a well-aspected Capricorn Mars on the Ascendant. Such people are tough fighters with sustained ambition, and cut out to be managers. The trine with seventh ruler Moon in Virgo eighth double-sextile Scorpio Mercury shows Welch not only did not care for criticism, but did something about it. Former Wall Street Journal reporter Thomas O´Boyle received many complaints from GE including the implied threat of legal action as he wrote a book on Welch as an overly aggressive manager who placed profits over people. Although PCB pollution of the Hudson River began before Welch was CEO, it still had not been cleaned up when he left. He was more interested in limiting GE liability, and shouted down a protesting nun at a stockholders´ meeting. Proud of improved communication within a streamlined bureaucracy, Welch claimed to know nothing of frauds in supplying the US military and other GE scandals. According to Boyle, however, "the connection between the severity of Welch´s demands and the occurrence of repeated scandal was a clear cause and effect" to many within GE. Since giddy Wall Street analysts had predicted $150-200, GE was also furious when independent brokerage Edward D. Jones downgraded their $54.44 stock in late 2000(it is now at $27.05). Jones could only do this because they had no big consulting or banking deals to lose because of GE retaliation(Scorpio is vengeful). Additionally, Welch has been reported to be providing big "carrots" to Tim Russert and others to present a less liberal slant at NBC News. It seems Suzy Wetlaufer was not the only one seduced by beguiling Welch(Moon-Neptune and Libra Venus).
 The motto of being #1 or #2 or getting out relates to the Uranus(competitive)-Jupiter(pride) quincunx, which gives great eagerness for results. "Change before you have to change" is Welch´s way to relieve the tensions of the Gemini Chiron(virtue of) yod with dispositor Scorpio Mercury(strategic change) and Capricorn Mars(by decisive action).

The concept of synchronicity says that events occurring together in time partake of a similar cosmic nature, and are not mere coincidence. Those looking at newspapers of the day after they were born can thus identify some of the same archetypes at work in their own lives. Welch´s book was published on 11Sep2001, and Naderites might see here the pending fall of socially irresponsible capitalism. Having sent my July 10th comment, I woke up at night convinced Jack Welch had achieved his destiny of being the #1 defender of water pollution in 1555- the year Nostradamus published the Centuries. Welch was picked as CEO for his 1976 success in limiting GE liability for Hudson River PCBs. During his tenure, he spent money to stonewall the problem(chart ruler Saturn in Pisces second). This was partly in the vain hope the non-degradable chemicals would be covered by river sediment and forgotten, by mainly it was because GE still has major potential liabilities outside NY state. Astrology confirms Welch´s financial motives for shouting down Patricia Daly on 22Apr1998(trVe-Ju347* semi-square trSun32*= natal second-house ruler Uranus). The nun felt his denial that PCBs harmed health was like tobacco execs claiming nicotine didn´t cause cancer.
 My analysis of quatrain V.45 in the Queen Elizabeth II comments began years ago with the juxtaposition of the heroic "Patton" movie and Kurt Vonnegut´s iconoclastic "Slaughterhouse Five"(one of the most-banned books in America). Vonnegut, a former GE publicist(coincidence?) to whom I dedicate the following interpretation, arrived in Iowa City to teach at the Writers´ Workshop the same year I graduated Phi Beta Kappa. The Centuries are for Vonnegut´s elect few, and not for minor-league esotericists, and I myself keep redoing and refining them. The CSICOP skeptics can´t lay a finger on the "two airborne bastards" of V.45, but might now argue that Syracuse(of which "Arethusa" is the patron nymph) is west of GE headquarters at Schenectady. The GE Medical Center, where PCB health problems could be studied but are not, is in Syracuse. Arethusa´s pollution of the new river can precede 9/11, since "puis"("pois" in modern Portuguese) can mean "for a fact", and not "afterwards". "Rougira" means to color red. I am no expert, but related HCBs turn human urine red, and PCBs have caused 40% of San Francisco Bay seals to develop red fur in their coats. My 27Sep2001 comments on the 9/11 NYC Terrorism showed that "Ennosigee" relates to the jet fuel fires melting the tops of the WTC towers, and my 26Apr2002 comments on Pope John Paul II explained the two great rocks of Islam and Judaism.

Leave it to a Scorpio Sun with Virgo Moon to write an autobiography called "Straight from the Gut." Moon conjunct Neptune showed he idealized his mother. This conjunction trines Mars, Asc & North Node shows what he says himself that his mother encouraged his self-confidence & competitiveness. Scorpio Sun conjunct Jupiter in 11th trine Pluto in 7th. Sporty hail-fellow type who expresses himself best in groups of people and gets into chaos & upheaval in one-to-one relationships. Along with Cap rising shows business-like natural ability to weed out in search for "excellence" and "talent." Chiron in fifth at apex of a yod, the kids are paying for his success. Mercury's placement might show reason for his stutter (inconjunct Chiron) and he says was "fixed" by his mother's comment (Mercury sextile's Moon/Mars trine and is conjunct Midheaven) that he stuttered because his thoughts were faster than his ability to speak.
