Biography
Scottish politician, the Secretary of State for Scotland, 1990. It was rumored that he considered resignation if rebates were not awarded to Scottish Poll Tax payers whose savings during 1989-1990 had been between the old and new qualifying levels for relief. A Conservative M.P., he was returned to Parliament at the General election 6/11/1987.
As of late 1996, Rifkind was Foreign Secretary.
