French officer of public administration. He was selected as sub-prefect of Nontron (Dordogne) in 1877, of Saint-Nazaire (Loire-Inférieure) in 1883 and of Le Havre (Seine-Inférieure) in 1885. Subsequently, he was appointed prefect of Tarn in 1888 and Le Creuse in 1890. He dealt with railway projects, both narrow gauge and steam tramways. As prefect of Ariege 1892-1898 he managed the cholera epidemic of 1893, and in 1895 he received the Gold Medal (1st class) for his achievements. He served as alderman and mayor of Teyjat in 1908. He died on 1 March 1929 in Soudat, Dordogne.
