Branka Stamenkovic in ISAR e-zine June 18 2006 vol 392 writes: "here's the data for Montenegro independence proclamation. The proclamation was made at the evening Parliament session, specially
scheduled for that occasion. The session started at 20.00 in Podgorica,
capital of Montenegro, but the proclamation was not made before 20.28 CEDT. Montenegro independence June 3rd, 2006 , 20.28 CEDT (-2.00)."
