Thai prime minister from September 1992 until July 1995. He became active in Thai politics since 1969. Trained as an attorney he rose through the political ranks to assume the leadership of the nation's Democratic Party.
In November 1997 he was elected again, this time as head of a coalition government. He stepped down as head of the Democratic Party in 2003.

Sy Scholfield quotes date from country's official website and approximate time from newspaper report in The Nation on August 9, 19999. The article entitled "Astrologers Foxed by Chuan's date of birth" contains a statement by his mother who recalls
"that by the time her famous son was born in Trang the cock in the neighbourhood had already made its last crow to signal that the morning had arrived." the article goes on to say that the cock is an unreliable timepiece and his birth time may be forever shrouded in mystery since the Prime Minister does not "know his precise time of birth" and continues "There is a more fantastic anecdote connected to his birth. umbilical cord and tied it up properly, so that the prime minister would have a neat belly-button."
