Biography
American military, a Navy man whose final commission was Admiral, he was Chief of Naval Operations from July 1, 1978 until his retirement on June 30, 1982. He flew missions during the Korean War and was awarded several honors including the Distinguished Flying Cross. After his retirement from the service, he established Hayward Associates, a consulting company specializing in international business development and was co-founder of an educational service company called Voyager Expanded Learning.
