Biography
U.S. city. Population 189,700 (1999) -6.4% 1990-1999. State capital. Independent city and county seat of Henrico County.
Earliest incorporation as a town: June 14, 1782
Incorporation as an independent city: Feb. 21, 1842
Consolidation with the city of Manchester was effective: April 15, 1910
Earliest incorporation as a town was passed June 14, 1782 (the act is entitled "An Act to Incorporate the Town of Richmond") but the act states that it "shall be titled the City of Richmond" (1782 Virginia Acts, Chapter 65, pp. 16-19, date from the index).
Incorporated as a city and the charter was amended in an act passed February 21, 1842 (1841 Virginia Acts, Chapter 197, pp. 128-141).
Consolidation with the city of Manchester was effective April 15, 1910 at noon (A Body Incorporate by Chester Bain, 1967, Charlottesville, Virginia: University Press of Virginia, pp. 65 & 117). Manchester was incorporated as a town in an act that was passed February 27, 1834 (1833 Virginia Acts, Chapter 219, pp. 264-265). Manchester was incorporated as a city and provided a charter in an act that was passed March 20, 1874 (1873 Virginia Acts, Chapter 118, pp. 108-132).
