U.S. city. Consolidation of Denver and Arapahoe County was declared in a Constitutional Amendment, effective December 1, 1902 upon proclamation of the Governor (2001 Colorado Revised Statutes, Colorado Constitution, Article XX, Section 1 as amended in 1902, annotations, Section 4, p. 573).
