Biography
Mexican politician and moderately popular mayor of Mexico City. He was a lifetime friend of President Carlos Salinas de Gortari and considered as a presidential candidate for the 1994 election before being beaten out by Luis Solosio, withdrawing from the race 3/23/1994. On the following day, Solosio was shot to death, an assassination crisis for Mexico and the PRI (Institutional Revolutionary Party), which has kept power for the past 65 years since its founding.
