American lawyer and politician, Democratic Senator from San Diego, CA. After law school he served in the U.S. Navy 1948-52. He was a partner in a law firm, a member of the U.S. House of Representatives 1971-73 and a Senator 1973-79. Married 1952; 3 kids.
